The National Institute of Corrections (NIC) is offering a cooperative agreement opportunity to support delivery of its Management Development for the Future (MDF) Series, an agency-exclusive leadership development program designed primarily for mid-level managers in correctional organizations. The intent is not just to train individuals, but to build leadership capacity across the organization by engaging multiple layers of leadership at the same time through practical, action-based learning tied directly to real agency priorities and change efforts. The funded partner will help NIC deliver MDF with two selected correctional agencies over a program period of up to 12 months.

The MDF Series uses a blended, hybrid structure organized into three phases spaced roughly 4 to 5 months apart. Phase one is an in-person, 24-hour component delivered across three in-person days. Phases two and three are fully virtual and together include seven live, instructor-led virtual sessions (each about three hours) with structured activities completed between sessions. Across the full series, participants develop a leadership development plan, receive individual developmental coaching, and complete action-based learning projects during the intersession periods. Those projects are meant to address pressing issues inside their agencies and apply the program tools to strengthen organizational capacity and support managed change over time, rather than treating training as a one-off event.

The curriculum is grounded in evidence-based leadership research and uses the Full Range Leadership Model developed by Bass and Avolio, including an online 360-degree feedback process to assess participant behaviors against that model. In addition to required readings and other pre-work, participants complete several online instruments prior to each phase. The solicitation emphasizes that the provider must be able to administer, interpret, and facilitate common leadership and team/communication assessments used in the series and in coaching, including the Multifactor Leadership Questionnaire II (MLQ II), FIRO-B Interpretative Report for Organizations, and the Thomas-Kilmann Conflict Mode Indicator, plus any additional tools that may be needed based on partner agency requirements and correctional context.

NIC is looking for an applicant with deep corrections training and organizational development experience and expects proposals to document substantial capacity in both project execution and faculty qualifications. Specifically, the applicant must demonstrate the ability to manage multiple overlapping projects and show at least 10 years of experience in each of the following areas: managing national and regional training events in corrections settings; setting up, hosting, producing, and facilitating blended (virtual instructor-led) and face-to-face training series; facilitating leadership training for correctional agencies across jails, prisons, and community corrections; and working with executive and senior leaders on organizational development initiatives aligned with agency mission, vision, and values. The proposed faculty must also have at least 10 years of relevant experience and credentials to deliver the assessments listed above, provide developmental leadership coaching, and facilitate experiential leadership training that clearly connects course content and leadership competencies to day-to-day correctional leadership practice.

Eligible applicants include nonprofit organizations (including faith-based, community, and tribal organizations), for-profit organizations (including tribal for-profits), and institutions of higher education (including tribal institutions). However, recipients including for-profits must agree to waive any profit or fee for services. Foreign governments, international organizations, and non-governmental international organizations/institutions are not eligible. Applicants must be able to provide proof of 501(c)(3) status (or an authorizing tribal resolution, as applicable). Partnerships are allowed, but one eligible entity must serve as the primary applicant with overall responsibility for grant administration and program management, while other entities may participate as subrecipients. NIC will accept only one application per submitting organization.
