If a Phase I award is suspended pending investigation, the company cannot submit a Phase II proposal while the suspension is in place; if reinstatement occurs after the normal window, NSF may allow additional time to finish Phase I and submit Phase II. For STTR submissions, the small business must include a formal partner research institution as part of the project, consistent with STTR’s collaboration requirements.
