Opportunity Information: Apply for SHTG FY 23 01
The Targeted Topic Training opportunity is part of OSHA's Susan Harwood Training Grant Program, a long-running discretionary grant program authorized under Section 21 of the Occupational Safety and Health Act of 1970. Created in 1978 and renamed in 1997 to honor Susan Harwood, the program funds organizations that can deliver practical occupational safety and health education to the workers and small business employers who most need it. The central goal is straightforward: reduce workplace injuries, illnesses, and fatalities by providing hazard awareness, avoidance, and control training, while also helping workers understand their rights and helping employers understand their responsibilities under the OSH Act. A related focus is education around workplace protections, including protections against discrimination and retaliation connected to safety and health concerns.
This particular funding announcement emphasizes reaching populations that have historically had less access to effective safety training or who face elevated risk on the job. OSHA signals that it wants projects serving workers and employers in high-hazard industries and industries with high fatality rates, as well as groups that are often underserved or harder to reach through traditional training channels. Examples explicitly highlighted include young workers, temporary workers, minority workers, people with low literacy, and workers with limited English proficiency. In line with that, the announcement encourages applicants to expand access by delivering training in languages other than English, recognizing that language barriers can be a direct obstacle to life-saving information.
Eligible applicants are generally nonprofit or mission-driven entities with the capacity to reach these communities and run effective adult training programs. The announcement lists qualifying labor unions, community-based organizations, faith-based and grassroots organizations, employer associations, and a range of Native-serving entities (including Native American tribes, tribal organizations, Alaska Native entities, Native Hawaiian organizations, and native-controlled organizations that are not state or local government agencies). Public or state-controlled institutions of higher education are also included among eligible applicants. Across these organization types, OSHA is looking for applicants that can demonstrate credibility with the intended audience, access to subject matter expertise, and the administrative capability to manage a federal grant.
The "Targeted Topic Training" grant category requires applicants to propose the development and delivery of instructor-led training on one of OSHA's specified training topics, aimed at an audience defined within the funding announcement. In other words, this is not a generic safety training grant; the application needs to be built around a defined OSHA topic area and a clear plan for reaching the targeted worker or employer populations described in the FOA. OSHA also indicates it is interested in proposals grounded in proven outreach strategies, while still welcoming innovative approaches that broaden access for hard-to-reach workers. Grantees must also agree to participate in data collection and training impact evaluation activities described in the announcement, reflecting an expectation that outcomes and reach will be measured rather than assumed.
OSHA makes clear that awards will go to organizations that can meet the program's performance expectations, including the ability to recruit trainees, deliver and administer adult education effectively, and manage grant compliance. After awards are made, OSHA actively monitors performance through a combination of orientation meetings, reviews of training materials, observations of training sessions, program and financial monitoring visits, and required quarterly and year-end reporting. The overall structure is designed to ensure that funded projects actually deliver usable training to the people they claim to serve and that funds are spent in line with federal requirements.
For fiscal year 2023, OSHA announced approximately $12,787,000 available for new Susan Harwood Training Program grants, contingent on federal appropriations. OSHA anticipated making multiple awards under this competition, with an expected total of about 90 awards. For the Targeted Topic Training category specifically, the maximum award (the ceiling) is $160,000 for a 12-month project period. The planned performance window for funded projects begins no later than September 30, 2023, and runs through September 30, 2024.
Administratively, the announcement includes several strict submission and eligibility rules. An organization may receive only one award in a fiscal year across the Susan Harwood Targeted Topic Training, Training and Educational Materials Development, or Capacity Building categories. If an organization submits multiple applications across these opportunities, OSHA will only review the last complete and viable application submitted. Applications cannot be edited after submission; to make changes, an applicant must submit an entirely new application package. The closing deadline for this FOA was July 7, 2023, at 11:59 p.m. Eastern Time, and applications had to be successfully validated through Grants.gov by that time to be eligible. Finally, the announcement notes that the FOA itself does not obligate federal funds; funds are only obligated once a selected recipient receives and formally accepts the award documents.Apply for SHTG FY 23 01
