First, PD Harare is looking for projects that deepen U.S.-Zimbabwean university partnerships, particularly initiatives that strengthen research capacity and also examine the real-world operational and market challenges facing university leadership today. Second, the embassy prioritizes freedom of speech programming, including efforts that share best practices for citizen advocacy and projects that analyze pressures on modern media organizations in a digital economy, such as revenue models, credibility challenges, and the ethical standards needed to build and maintain public trust. Third, proposals can aim to progress an inclusive economy, especially those that link traditional business communities with social entrepreneurs and connect the creative sector to emerging digital markets. Fourth, PD encourages programs that foster social inclusion for underserved communities, specifically mentioning people with disabilities, minority ethnic groups, LGBTQI individuals, and communities in remote rural areas. In addition to these core themes, the embassy indicates it will also consider projects that explore related cross-cutting issues such as corruption, cybersecurity, and greening energy.

From a funding perspective, the embassy anticipates making up to 10 awards in FY2022, depending on final award sizes and funding availability. Typical awards range from USD 10,000 to USD 24,999, while smaller awards intended specifically for travel to participate in U.S. conferences may range from USD 2,500 to USD 5,000. Total funding available is listed as USD 350,000, and awards may be issued as a Grant, Fixed Amount Award, or Cooperative Agreement. The cooperative agreement option matters because it signals a higher level of embassy involvement during implementation than a standard grant or fixed amount award.

The announcement also flags practical financial and banking risks that applicants in Zimbabwe should plan around. Because local financial pressures and banking complications can affect implementation, PD Harare emphasizes that it will not provide extra money to cover currency fluctuations or unforeseen costs once an award is made. Applicants are strongly encouraged to maintain a Foreign Currency Account alongside a local currency account, understand their bank's fees and policies for USD transfers, and ensure their bank can receive electronic funds transfers through a correspondent relationship with U.S. banks. Banking details are only requested if a proposal is selected.

To apply, organizations or individuals must request the application package by emailing PublicDiplomacyGrants-ZIM@state.gov (an automatic reply provides the forms). Applications must be written in English and should be specific and concise, clearly explaining the who, what, why, when, where, how, and cost of the project. A detailed budget is required in U.S. dollars, including both a budget narrative and a budget table that breaks costs down by unit rates, quantities, and totals. The required forms include the program application and budget templates provided in the package, plus standard federal forms: SF-424 (or SF-424-I for individuals), SF-424A, and SF-424B. Organizations, but not individuals, must also register on SAM.gov to obtain a Unique Entity ID (UEI) before applying. Proposals were accepted from February 2, 2022 through May 1, 2022, and submissions were made by email to the same address, with "Annual PD Program Statement Grant" in the subject line.

Proposals are reviewed competitively by the Public Diplomacy Grants Committee, subject to available funds, and scored against several criteria: the quality and feasibility of the program idea (including a realistic timeline, defined audience, and outcome measures), clearly stated goals and objectives matched to an effective approach, alignment with embassy priority areas and articulation of the required U.S. component, a detailed and reasonable budget with clear justification, a monitoring and evaluation plan with indicators and milestones, and sustainability beyond the grant period through follow-on activities. Applicants not selected were to be notified by email no later than September 30, 2022, and the embassy notes that qualified proposals may remain on file for up to 12 months for possible consideration if funding becomes available later. Status updates can be requested by email with a clear subject line referencing the proposal title and submission date, but the embassy also notes that after submission, officials cannot discuss the competition with applicants until the review process is complete.

On the administration side, awards are formally issued and managed by a Grants Officer, and recipients may only begin charging costs starting on the official award start date listed in the signed agreement. The Department of State makes clear that issuing the opportunity does not guarantee an award, does not reimburse application preparation costs, and does not promise future or additional funding beyond the initial award. Payments are made by electronic funds transfer. Recipients must comply with applicable federal requirements and Department of State standard terms and conditions (including 2 CFR 200 and 2 CFR 600, certifications and assurances, and U.S. flag branding/marking rules), and they must submit both financial and program reports, with additional funds typically dependent on acceptable reporting for prior disbursements.
