Opportunity Information: Apply for PDS FIN FY23 01
The U.S. Embassy in Finland Public Diplomacy Annual Program Statement (Funding Opportunity Number: PDS FIN FY23 01; CFDA 19.040) is a discretionary funding opportunity run by the Public Diplomacy Section (PDS) at the Department of State's U.S. Mission to Finland. It supports the Embassy's Public Diplomacy Small Grants Program, which funds projects designed to strengthen U.S.-Finland cooperation, highlight shared democratic values, and deepen public understanding of U.S. perspectives and policy priorities. Awards are issued as grants or cooperative agreements, and proposals were accepted on a rolling basis until the closing date of August 31, 2023 (created February 8, 2023).
Projects funded under this program are expected to clearly include an American component. That can mean incorporating an American perspective into the content, featuring U.S. experts or speakers, partnering with U.S. organizations or institutions, or otherwise creating a direct connection to the United States in a way that helps Finnish audiences better understand U.S. viewpoints. PDS also expects each project to include a meaningful public outreach element rather than being limited to closed-door or purely internal activities. Examples of acceptable outreach formats include events that are open to public audiences, livestreamed programs, masterclasses, media engagement, and digital outreach campaigns that extend the program's reach beyond immediate participants.
The Embassy is looking for proposals in several priority areas tied to shared challenges and strategic interests. Key themes include Arctic-related programming that increases cooperation among Arctic states and communities; efforts that address climate change and shifting environmental conditions; initiatives that advance diversity, equity, inclusion, and accessibility; and programs that build understanding of global security issues, including NATO and Women, Peace, and Security (WPS) initiatives. Additional priorities include projects that expand collaboration and exchange between American and Finnish students and teachers, as well as programs that encourage economic prosperity through entrepreneurship and innovation. While applicants can propose different formats, typical examples highlighted in the announcement include academic and professional lectures and seminars, professional and academic exchanges, and artistic or cultural workshops, performances, and exhibitions.
Funding is capped at an award ceiling of $50,000, with an estimated 10 awards expected. Projects should be designed to finish within 24 months or less. The Embassy also notes that continuation funding beyond the initial period may be possible on a non-competitive basis, but only if funds remain available, the project is performing well, and continued support is judged to be in the Department of State's interest.
Eligibility is broad and includes many types of public and nonprofit entities as well as individuals. Eligible applicants listed in the opportunity include state, county, and local governments; special districts; independent school districts; public and private institutions of higher education; federally recognized tribal governments and other tribal organizations; public housing authorities; nonprofits with or without 501(c)(3) status; and individuals. A critical practical requirement is that proposals must include a partner based in Finland, meaning projects without a Finland-based partner are not eligible even if other aspects are strong.
The opportunity also draws clear lines around what it will not fund. Ineligible proposals include partisan political activity, charitable or development work, construction, fundraising campaigns, and lobbying for specific legislation. The program is not meant to serve as general organizational capacity-building or institutional development support, and it does not fund activities primarily aimed at an individual's personal enrichment or career advancement. Grants also cannot be awarded to for-profit entities. Overall, competitive proposals are those that align with the Embassy's priority themes, feature a substantive U.S. connection, reach public audiences in Finland through well-planned outreach, and are structured as feasible, time-bound programs with clear bilateral and public diplomacy value.Apply for PDS FIN FY23 01
