For FY2023, the Embassy is prioritizing proposals that focus on at least one of three core programming tracks. The first is professional development for Moroccan youth, with an emphasis on entrepreneurship, innovation, mentoring, and practical soft skills that strengthen employability and encourage positive community engagement. The second is STEAM programming (science, technology, engineering, arts, and math), encouraging applicants to create innovative learning experiences for youth and to make use of existing MakerSpaces in the American Spaces. The third is environment and climate programming, supporting hands-on activities that help participants better understand environmental challenges, climate change impacts, conservation, and clean energy innovation. The main target audience across all tracks is young Moroccans aged 18 to 30, and the preferred engagement approach is primarily in-person programming hosted at Dar America and/or ASO, with virtual components used when they add value or when circumstances require remote delivery.

In practical terms, competitive proposals are expected to present a strong and realistic plan for a monthly calendar of activities running for at least eight months, within an overall performance period of eight to twelve months (with programs completed in one year or less). Applicants can propose programming at a single Space or across both locations. The Embassy signals a clear preference for proposals that keep overhead low and direct as much funding as possible toward participant-centered activities, rather than equipment-heavy purchases or costs that do not directly support beneficiaries. Examples of activities that may be supported include youth leadership and education programs; workshops, trainings, and master classes connected to American themes or shared U.S.-Morocco interests aligned with the stated goals; cultural programs that reach youth and underserved communities; initiatives that empower women and girls; media-related trainings (radio, TV, social media) that advance the program objectives; and climate education and clean energy or conservation-focused activities.

The total funding available under this opportunity is $85,000, with up to four awards anticipated depending on final award sizes. Individual awards are expected to range from $15,000 to $30,000, and funding may be issued either as a grant or a cooperative agreement. A cooperative agreement is specifically noted as a possibility because the Public Affairs Section may choose to be substantially involved in implementation. That involvement can include approving the overall program calendar, approving event dates and themes, assisting with identifying speakers, approving event locations, helping identify participants as needed, and providing support throughout the award lifecycle. The anticipated program start date is October 2023, and proposals are not supposed to plan an intended start date earlier than that.

Eligibility is geared toward Moroccan citizens and Moroccan organizations working in the non-profit space. Eligible applicants include registered public or private non-profit organizations (such as NGOs, civil society organizations, and think tanks), non-profit educational institutions, non-profit cultural institutions, and individuals. For-profit or commercial entities are not eligible. Cost sharing is not required and will not be used as an evaluation factor, but applicants may include it if they wish, specifying whether it is in-cash or in-kind and providing an estimated value. A key administrative requirement is that organizations (not individuals) must have a Unique Entity Identifier (UEI) and an active SAM.gov registration at the time of application. The notice also emphasizes that SAM registration can take 4 to 8 weeks and must be renewed annually, so applicants are expected to start early. Only one proposal per organization is allowed; submitting more than one makes all submissions from that organization ineligible. Limited exemptions from UEI/SAM requirements may be granted in rare, case-by-case circumstances, but they must be requested in advance and require approval.

The application package requirements are detailed and include standard federal forms (SF-424, SF-424A, SF-424B), a proposal narrative using the required template, an applicant organization information form, a budget proposal in U.S. dollars with a line-by-line budget justification (using an exchange rate of 1 USD to 10 MAD for conversions), CVs for the director and key personnel, and final registration papers for the organization. Formatting instructions are also specified (page numbering, 8.5 x 11 layout, single-spaced 12-point Calibri with 1-inch margins for Word-origin documents). The Embassy notes that proposals that fail to follow instructions or meet requirements will not be reviewed.

Selection is made through a committee merit review using criteria that focus on both program substance and management readiness. Reviewers assess the quality and feasibility of the idea (including a workable timeline), the applicant's organizational capacity and track record (including the ability to manage federal funds with appropriate internal controls, a financial management system, and a bank account), and the likelihood that the approach will achieve meaningful outcomes. Budget quality is a major factor, with an expectation that costs are reasonable, clearly justified, and aligned with expected results. Applicants must also present a monitoring and evaluation plan with output and outcome indicators and clear milestones showing how progress and success will be measured. Sustainability matters as well: the Embassy looks for activities that continue to have positive effects after funding ends. Finally, proposals that actively support equity and include underserved communities in program design, administration, and implementation are viewed favorably.

The notice also clarifies common cost categories and expectations for budget justifications, including personnel, travel, equipment (generally items costing $5,000 or more per unit with a useful life beyond a year), supplies, contractual services and sub-awards, other direct costs (which must be itemized rather than labeled vaguely), and indirect costs. Organizations with a negotiated indirect cost rate agreement (NICRA) may include it with documentation; those without may request up to a 10 percent de minimis indirect rate on modified total direct costs as defined in federal regulations. Certain activities and expenses are highlighted as generally not fundable, including travel and fees to attend conferences in the United States, ongoing salary and office equipment costs as routine operational support, paying to finish activities already started with other funding, political or partisan election-related work, social welfare projects, political party activities, projects supporting specific religious activities, trade activities, fundraising campaigns, commercial projects, scientific research, construction, and projects primarily aimed at building the applicant institution rather than delivering participant-facing programming. Alcoholic beverages are explicitly unallowable.
